ARGUMENT ON WILDOMAR CITY MEASURE “AA”

Please vote NO on Wildomar City Measure AA to be presented before the voters at the General Election scheduled to be held on November 6, 2018.

ARGUMENT AGAINST MEASURE “AA”

For the 3rd time since 2011, Wildomar places NEW TAXES on the ballot — this time hammering locals for $1,700,000.00 every year in HIGHER SALES TAXES.

But Measure “AA” is Deceptive as it is Greedy.

While promising funding for ‘Public Safety,’ NO Tax Proceeds are dedicated for ‘Public Safety’ at all, but will be funneled into the General Fund for any municipal purposes (including salaries and pensions). Special Taxes dedicated to specific purposes require a Separate Fund and 2/3 vote of the people, whereas a General Tax (such as Measure “AA”) requires only a simple majority for passage. Wildomar falsely advertises Measure “AA” as a ‘Public Safety’ Special Tax to trick voters.

Wildomar blames cuts in Police services to loss of in VLF fees in 2011, accusing Sacramento of a ‘moneygrab,’ but conveniently leaving out that VLF funding was fully restored in 2017 to over $2 Million annually. The Tax& Spend RINO’s (Republicans In Name Only) sitting on our City Council make Sacramento politicians look prudent. The real ‘moneygrab’ is TAXING LOCALS IN PERPETUITY to backfill funding Sacramento has fully restored!

Moore Lies - Ballot arguments by Cityhood Proponents in 2008 (signed by Councilmember Moore) promised:

• “Wildomar will achieve longterm fiscal stability with no new taxes.”

• “Measure C will give Wildomar the opportunity to improve public safety . . . without the need for increased taxes.”

• “Cityhood provides additional pubic improvements without raising taxes!”

StopTheMoneyGrab.com warned in 2008 that Cityhood would bring NEW TAXES to backfill unattainable fiscal projections, and we were unfortunately correct. But given recent restoration of over $2 Million annually in VLF fees from Sacramento, Measure “AA” is excessive and, as all SALES TAXES, a regressive tax harming those least able to afford it most.

It’s a no-brainer - Vote ‘NO’ on Measure “AA”

ARGUMENT IN FAVOR OF MEASURE “AA”

Vote YES on AA - Maintain Wildomar’s public safety and quality of
life services!

We live in Wildomar because it offers great quality of life. But did you
know Sacramento has taken over $12,500,000 from Wildomar the past
five years, resulting in the City cutting back on neighborhood police
patrols, maintenance and upgrades of local streets and infrastructure?

With a majority of responses to 911 calls not meeting emergency
medical standards, we must save lives by improving 911 response times,
ensuring our children, seniors and residents remain safe.

Vote YES on AA to keep our taxpayer dollars LOCAL!

YES on AA saves lives by upgrading the only current city fire station
and providing additional services with more firefighters and paramedics.

YES on AA allows for essential repairs and improvements for Wildomar
that are currently rated poor, very poor or failed by independent
pavement engineers and many additional streets that are still unpaved.

YES on AA maintains the quality of life services that make Wildomar
a desirable place to live, work, and do business:

• Maintaining and improving local police/fire protection
• Preserving 911 medical response times
• Maintaining local streets and roads
• Addressing and reducing homelessness

Here’s what Measure AA WON’T do:
Measure AA is NOT a tax on your home or property.
Measure AA is NOT applied to food purchased as groceries or
prescription medication.

Again -- by law, YES on AA requires every dime be used for our local
services—none can be taken by Sacramento politicians. YES on AA
gives you—the Wildomar taxpayer -- LOCAL CONTROL.

YES on AA includes tough fiscal accountability, with independent
financial audits and public oversight–ensuring funds are spent
responsibly.

Join a unanimous City Council, local businesses, firefighters and police
officers in voting YES on AA.

REBUTTAL TO ARGUMENT IN FAVOR OF MEASURE “AA ”

Measure “AA” backers obscure the truth. They hide from Voters that:

• New Vehicles purchased by Wildomar residents will be TAXED
$Hundreds$ extra by the DMV – regardless of what city the
Dealership is located

• Wildomar residents will pay SALES TAXES for online
purchases at AMAZON.COM – regardless of Point of Sale
location

• PUMP PRICES will increase at all Wildomar GASOLINE
Stations

• Your Tab will rise at every Wildomar RESTAURANT

• Wildomar MERCHANTS will be burdened with Higher SALES
TAXES than competitors in Murrieta and Lake Elsinore –
losing sales from shoppers avoiding HIGH TAXES in Wildomar

• Special Taxes DEDICATED for specific purposes (such as
Public Safety) require Separate Funds and 2/3 Voter approval
– unlike Measure “AA” requiring only simple majority passage

• 100% of New SALES TAXES will be placed into the General
Fund – for spending on ANY municipal purpose

• Not 1¢ RED CENT of Taxes are dedicated to POLICE

• Not 1¢ RED CENT of Taxes are dedicated to FIRE STATIONS

• Not 1¢ RED CENT of Taxes are dedicated to PARAMEDICS

• Not 1¢ RED CENT of Taxes are dedicated to ROADS

• Not 1¢ RED CENT of Taxes are dedicated to HOMELESSNESS

• No amount of Citizen Oversight forces Wildomar to spend
NEW TAXES on Public Safety, nor can Citizen Oversight
redirect funds already spent elsewhere to be reappropriated
to Public Safety

• VLF funding lost beginning 2011 was FULLY RESTORED by
Sacramento in 2017 – over 2 $Million annually going forward.
Higher SALES TAXES will hurt Wildomar Residents – Vote ‘NO’ on
Measure “AA”
